0x22, conditions not correct..

I'm trying to get an apim back to life, part number is HS7T-14G371-FAE, loading firmaware via vbf loader is no success, also in forced mode.
I keep getting the message : conditions not correct ( 0x22).
What is/are the probable cause/causes
