UCDS cannot download SBL from Internet

I want to update a Ford Mondeo MK4 camera module (HW: 9M2J-14H405-AC) on-the-desk. I've choosen Mondeo MK4 in "Update" and connected MS-CAN to UCDS-Adapter and 12V power. UCDS finds the module and offers and update for it:
When i choose to do so, it claims about missing files. Clicking the "Download from Internet" button downloads everything besides the SBL:
Without SBL the module update cannot occure.
What kind of SBL is needed here and why does it fail to download it? I remember that i did a CMR-Update in the car, a while ago, without issues.
Is this SBL UCDS, car or module-specific?
